The Government of the People抯 Republic of China (PRC) has received a loan in various currencies from the International Bank for Reconstruction and Development (IBRD) toward the cost of the National Railway Project II (Zhe-Gan Line). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for electrification equipment.
The China International Tendering Company (ITC), entrusted by Foreign Capital & Technical Import Centre of the Ministry of Railways, PRC, now invites sealed bids from eligible bidders for the supply of the following goods:
· Package 3-2-1: Catenary installation car & flat car
· Package 3-2-2: Single-phase traction transformer (standby)
· Package 3-2-3: Single-phase traction transformer (master)
· Package 3-2-4: Traction transformer
· Package 3-2-5: Substation transformer
· Package 3-2-6: Voltage / current transformer
· Package 3-2-7: Circuit breaker
· Package 3-2-8: Electrical isolator
· Package 3-2-9: Manual isolator, parallel compensated capacitor device, anti-lightning winding and zinc-oxide surge arrester
· Package 3-2-10: Secondary device (Shanghai/Guangzhou)
· Package 3-2-11: Secondary device (Nanchang)
· Package 3-2-12: Catenary rescue train for emergency, insulator washing car and rail vehicle
· Package 3-2-13: Program control testing vehicle for HV equipment of substation
Bidders may bid for a single package or a combination of packages at their choice. A bid for supply of part of a package will not be considered. Evaluation will be done either on an individual package basis, or combination of packages. Discounts offered for award of combination of packages will be taken into account in the evaluation to arrive at the lowest overall evaluated cost to the purchaser.
It should be noted that only those discounts will be considered that are read out aloud at bid opening and so noted in the minutes of bid opening and bid evaluation report.
Qualification Requirements for Manufacturer:
1. A certificate of Quality Assurance System, such as ISO9000 series or equivalent covering the proposed goods is required to be furnished as the evidence for each individual package.
2. For Package 3-2-2, manufacturers must have the experience of having supplied 2 sets of 110kV Traction Transformer which have been in successful operation for more than two years in the last five years and manufactured and sold 220kV Single Phase Traction Transformers within recent five years.
3. For Package 3-2-3, manufacturers must have the experience of having supplied 2 sets of 220kV Single Phase Traction Transformers which have been in successful operation for more than two years in the last five years.
4. For Packages 3-2-7 and 3-2-8, manufacturers must have the experience of having supplied 2 sets of the proposed goods which have been in successful operation on railways with operational speed of 200km/h for more than two years in the last five years.
5. For Package 3-2-1, 3-2-4, 3-2-5, 3-2-6, 3-2-9, 3-2-10, 3-2-11, 3-2-12 and 3-2-13, the proposed goods must have been supplied at least 2 sets which have been in successful operation for more than two years in the last five years.
6. Within 5 years before the bid opening, if the proposed goods or similar one manufactured by the bidder/manufacturer was declared officially with quality problem by department(s) of the Ministry of Railways concerned, or had bad record of operation on railway lines, such bid may be rejected. If an Agent submits more than one bid on behalf of more than one Manufacturer, unless each such bid is accompanied by a separate Bid Form for each bid, and bid security for each bid, and authorization from the respective Manufacturer, all such bids will be rejected as non-responsive.
Add the following to ITB 14.3:
(d) Bidders are required to present test report, type test report and/or quality identification certificate as appropriate issued by domestic test institutions certified by China Metrology Accreditation (CMA) for domestic manufacturers or internationally acceptable test institutions for foreign manufacturers, attesting that the goods have been successfully tested. Such documents are part of the required documentary evidence of the eligibility of the proposed goods.
(e) For Packages 3-2-2, 3-2-3, 3-2-7 and 3-2-8: To assess the bidder抯 production capacity to meet the required delivery period for each package, Bidders are requested to provide mandatory in the bid:
· Annual production capacity of the proposed goods
· A list of placed orders and quantities to supply, supported by documentary evidence
· An Implementation Plan of Production. Should the Plan be found or seemed by the Purchaser as unsatisfactory to meet the requirements of schedule of delivery, such bid may be rejected.
(f) For Packages 3-2-1, 3-2-3, 3-2-4, 3-2-5, 3-2-6, 3-2-7, 3-2-8, 3-2-9, 3-2-10, 3-2-11, 3-2-12 and 3-2-13: To prove the manufacturer抯 experience, bidders are required to present End-user抯 Certificates issued by either authorities above the level of locomotive division of railway administration(s) within the Ministry of Railways or other users. For Package 3-2-2: To prove the manufacturer抯 experience, Bidders are required to present End-user抯 Certificates for 220kV Single Phase Traction Transformer issued by either authorities above the level of locomotive division of railway administration(s) within the Ministry of Railways or other users. Should the above information provided in the bid be found false, such bid may be rejected.
(g) As for all descriptions and requirements set forth in the other part of the Bidding Document than those in Section 7, all expressions, in the Bidders?bid, unless marked with 揘ot agreed?or 揘ot accepted?shall be regarded as positive.
(h) Bid by simply copying Bidding Document and marking with 揷omply? 揳pplicable?and other vague expressions may be rejected.
(i) Each key clause marked with ??in the Technical Specifications of the bidding documents must be met, otherwise the bid may be rejected
Bidding will be conducted through the international competitive bidding procedures specified in the World Bank抯 Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004.
Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of the ITC (Room 511) at the address below.
A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address above between 0900 and 1100 hours and between 1400 and 1600 hours (Beijing Time), Saturdays, Sundays and holidays excepted, and upon payment of a non-refundable fee of RMB 1,200 or US$ 145 for one set of bidding documents of each IFB. For mail order, an extra postage of RMB100 (domestic) or US$ 50 (international) for courier services will be charged. No liability will be accepted for loss or late delivery.
The provisions in the instructions to bidders and in the general conditions of contract are the provisions of the Chinese Model Bidding Documents: Procurement of Goods.
Bids must be delivered to the ITC (Conference Room 1, 3rd Floor) at the address below before 1000 hours (Beijing time) on 24 August 2005, and must be accompanied by a security of minimum 2 per cent of the total bid price. They will be opened immediately thereafter, in the presence of the bidders who choose to attend, at the same address of delivery. Late bids will be rejected.
