The Government of the People抯 Republic of China has received a loan from the International Bank for Reconstruction and Development in the amount of US$ 180,000,000 equivalent toward the cost of the Guangzhou City Center Transport Project, and it intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project. Bidding for contracts financed by the International Bank for Reconstruction and Development will be governed by the procurement rules of the World Bank.
The Guangzhou City Center Transport Project improves access to the city center of Guangzhou by promoting the efficient use of the urban transport system in an environmentally sustainable way. There are six project components.
· Component 1, the Inner Ring Road (GIRR) (construction), acquires land and resettles project-affected people as an urban development program.
· Component 2, Traffic Management and Safety, develops a bus lane network; provides footpaths and sidewalks; segregates bicycle routes; provides technical assistance; uses Geographic Information Systems (GIS) to improve traffic management analysis and planning; installs and improves traffic signs and computerized signals; improves road safety by updating accident management computer software; monitors, manages, and integrates GIRR traffic control equipment; and invests in parking control management.
· Component 3 supports institutional reform of public transport, constructs a maintenance depot, provides equipment, and tests selected buses.
· Component 4, the Vehicle Emissions Control Program, introduces unleaded gasoline, inspects and maintains vehicles, improves the automated motor vehicle pollution monitoring system, and sets up the Vehicle Emission Research Center.
· Component 5 develops a road maintenance system.
· Component 6 strengthens institutional capacity for planning, administration, and management of public programs with training, research, and consultants.
The project will include the following goods, works and services:
Item A: Guangfo Radial Road (ICB civil works of four contract sections) (Guangzhou is seeking the Bank approval to utilize part of the proceeds loan to finance the Guangfo Radial Road) (Road construction works)
Item B: Traffic management equipment (NCB goods (Traffic-control equipment)
Item C: Public transport (NCB civil) (Works for complete or part construction and civil engineering work)
Item D: Vehicle pollution control equipment (ICB goods) (Control equipment)
Item E: Road maintenance management information system (ICB goods) (Business and management consultancy and related services)
Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank抯 Guidelines: Procurement under IBRD Loans and IDA Credits

Consulting services will be selected in accordance with the World Bank抯 Guidelines: Selection and Employment of Consultants by World Bank Borrowers (http://www.worldbank.org/html/opr/consult/contents.html).
