This invitation for submitting an expression of interest follows the general procurement notice for this project published in UN Development Business No. 553 of 28 February 2001.
The Council for Development and Reconstruction (CDR) is currently implementing the Urban Transport Development Project (UTDP) serving the Greater Beirut Area (GBA). The project is jointly funded by the World Bank and the Government of Lebanon and includes:
· A Traffic Management System that will provide centralized monitoring and control over new and existing traffic signals at 220 intersections and along the major corridors in the GBA.
· An On-street Parking Management System that will provide automated payment collection and management of electronic parking meters to be installed in selected zones in the GBA serving 7,000 parking spaces.
UTDP aims to increase the effective capacity of the existing road infrastructure, reduce congestion and emissions, increase road safety, improve access to business, and remove impediments to traffic flow. The project will be delivered in stages by 2007.
Road users in general will have a significant contribution to the success of this project. CDR is envisaging a Public Awareness Campaign, in association with the Ministry of Interior and Municipalities (MOIM), to inform the general public of these new developments, promote the necessary changes in driving behavior, and educate motorists on the use of the electronic parking meters. The budget allocated for this campaign inclusive of creative and media is between US$ 300,000 and US$ 400,000.
CDR intends to shortlist qualified advertising firms to carry out all stages of the Campaign (planning, concept, design, production, and media). Requests for Proposals (RFPs) related to this work are expected to be issued during the third quarter of 2005. The selection process will be in compliance with World Bank procedures.
Qualified firms with suitable experience to undertake the campaign are invited to express their interest in the project by submitting an expression of interest. Interested parties are to attach to their expression of interest a full company profile including an organization chart showing the corporate structure and credentials (creative, MBU, etc.), employee credentials, and corporate track record and client certificates substantiating previous achievements of a similar nature. Only firms that meet the following minimum requirements will be subsequently invited to bid:
· The firm抯 corporate structure (creative entity, media buying entity, etc.) should be fully integrated in a single organization. Each entity should be handled by dedicated personnel. Organizational chart and employees credentials should be presented emphasizing communication procedures, task allocation, and processes.
· The firm should have a proven track record of creativity and ability to plan and implement fully-fledged civic campaigns. Its corporate achievements should comprise at least one campaign of a civic nature and should demonstrate deep knowledge of matters of national relevance and potential sponsors. The firm抯 corporate achievements outlining campaigns of civic nature in particular with clients?certificates or proof of completion should be presented.
· The firm should be active since at least ten years in the local advertising industry.
Expression of interest should be delivered to the address below by 1200 hours (Beirut local time) on Wednesday, 24 August 2005 and should be clearly marked 揈xpression of Interest for UTDP - Public Awareness Campaign?
