福塔雷萨城市运输项目

The Federative Republic of Brazil has received a loan from the International Bank for Reconstruction and Development ?IBRD equivalent to US$ 85 million for the Fortaleza Metropolitan Transport Project and intends to apply part of the proceeds of this loan to payments under the contract. The Companhia Brasileira de Trens Urbanos ?CBTU represents the Federative Republic of Brazil in the administration of this loan.

The Companhia Cearense de Transportes Metropolitanos - METROFOR, implementing agency of the loan, now invites eligible consultants to indicate their interest in providing the below-mentioned services:

OBJECT: Selection and hiring of Consulting Company for the accomplishment of specialized technical services of management and supervision of the implementation of the civil works and recovery of locomotives and passengers cars, as well as the elaboration of the Executive Project for the civil works of recovery and improvement of the West Line.

Consultants interested in these services must provide information indicating that they are qualified to perform them and may form joint ventures to enhance their qualifications.

The expression of interest must be submitted by correspondence and must include the following information on the firm: (a) name of firm; (b) address; (c) telephone/fax/electronic address; (d) director in charge; (e) in the case of a foreign firm, representative in Brazil, with complete address. Deed of formation, bylaws or articles of incorporation in force, with the most recent contract change duly registered in the case of commercial societies and, in the case of limited companies, accompanied by the documents of election of their administrators must be also attached to the correspondence.

The following documents must be also included for each firm: (a) certificates and/or statements of the main services preferably carried out in the last ten years, compatible with the activities related to the Services object of that expression of interest, on behalf of the interested firm, on letterhead paper signed by the employer; (b) data sheet containing a list of the services presented in (a) and related beginning and closing dates, values of services in dollars, sites of services, institution which financed those services (if any) and contracting parties; (c) brief CV of the main technicians in charge and professionals who have exercised compatible activities to the areas of activity in which the firm is interested to perform these Services; (d) statement of the number of university degree personnel permanently employed, with emphasis on those who have graduated ten years earlier and the number of professionals with experience in activities compatible with the object of that expression of interest; (e) demonstration of the company financial soundness, by presenting the last annual audited financial statements and (f) in the case of a joint venture, a letter of intent to form the joint venture, including specification of the leading firm and other members.

Interested firms will become part of a long list, and a consultant will be selected in accordance with the procedures set out in the World Bank抯 Guidelines: Selection and Employment of Consultants by Bank Borrowers, May 2004.

Interested consultants may obtain further information at the address below, from 09:00 to 11:00 hours and from 14:00 to 16:00 hours. Firms must submit expressions of interest and their attachments in Portuguese or English which must be delivered by December 6, 2005 at 16:00 hours, at the address below.
